Lithuanian parliament to consider ban on artists working in Russia, Belarus

A legislative proposal to ban cultural and entertainment figures working in Russia and Belarus from entering Lithuania will be considered by parliament on Tuesday.

​Under the proposal, foreign nationals who have performed cultural, concert or entertainment activities in Russia, Belarus or their occupied territories after February 24, 2022, would be barred from Lithuania for up to five years.

The draft was rejected at the submission stage in April but has been reintroduced in largely unchanged form.

Current entry bans apply only to individuals who have committed serious crimes, violated human rights, or engaged in corruption or money laundering.

The country's Justice Ministry previously criticised the proposal, warning it could breach European Union law by failing to assess cases individually. The ministry suggested incorporating such measures into a separate sanctions law related to the war in Ukraine.

Lithuania has already barred several performers seen as supporting the Russian government, including rapper Gio Pika. The Migration Department previously blacklisted Alisher Morgenstern, though a court later overturned that decision.
